Below are the Steps for the Texas Accessibility Standards Inspection Process:
Request for Inspection

Request for Inspection Form
- Complete Request For Inspection Form signed by the facility owner OR another party if an Owners Agent Form has/will be submitted.

Inspection Authorization Form
- The Fee Schedule on the Inspection Authorization Form is based on construction cost submitted during Registration.
- Include contact information for the entity responsible for payment/invoice.

Scheduling Contact
- Provide scheduling contact and any other special scheduling instructions.

Payment
- Provide a check payable to Winning Way Services per the Inspection Authorization Fee Matrix.
- OR Winning Way Services will invoice the entity provided on the Inspection Authorization Form.

Submit items 1, 2 and 3 to Winning Way Services.
- Submit the forms to Winning Way Services.

Scheduling
- Once Request For Inspection Form is received, we will group with other projects in the same area and will contact the designated contact with a proposed time and date for approval.
- This process can take up to several weeks.

Special Scheduling Times/Expedited Schedule
- While it is difficult to accommodate a specific inspection time for every project; if you have a specific request, Winning Way Services will do our best to accommodate your needs.
Post-Inspection

Inspection – No Violations Noted
- Once the inspection is completed and no violations are noted on the Inspection Report distributed to the Owner and the Architect, Winning Way Services will return the project File to the State for close-out.
- The State will issue a final Project Close-Out Letter to the facility owner and the project will be officially closed.
- Notice of Substantial Compliance Request form is to be completed by the owner or owner’s agent if a Certificate is desired for NEW CONSTRUCTION projects only.

Inspection – Violations Pending
- Once the inspection is completed and violations are noted on the Inspection Report distributed to the Owner and the Architect, the facility owner will have a maximum of 270 days to correct the issues.

All Pending Violations have been corrected.
- Complete the Inspection Response Form within the 270-day window and select Item “A”. This form must be signed by the facility owner OR the contact designated by the Owners Agent Form.
- Submit the form(s) to Winning Way Services.
- Winning Way Services will notify the facility owner when the 270-day window is nearing before returning to the State. Current owner email addresses are important.
- The State will issue a final Project Close-Out Letter to the facility owner and the project will be officially closed.
- Notice of Substantial Compliance form is to be completed by the owner or owner’s agent if a Certificate is desired for NEW CONSTRUCTION projects only.

Corrections cannot be completed within the 270-day deadline.
- Complete the Inspection Response Form within the 270-day window and select Item “B” along with the anticipated completion date. This form must be signed by the facility owner OR the contact designated by the Owners Agent Form.
- Submit the form(s) to Winning Way Services.
- Winning Way Services will include the form(s) in the Project File and return to the State.
- Once the correction(s) have been performed, it is important to complete another Inspection Response Form and submit directly to the State for final project close-out since Winning Way Services will no longer be in possession of the project file.
- The State will issue a final Project Close-Out Letter to the facility owner and the project will be officially closed.
- Notice of Substantial Compliance form is to be completed by the owner or owner’s agent if a Certificate is desired for NEW CONSTRUCTION projects only.
